Additional comments: Francis Henry F. Berkeley was a well-known MP for Bristol early 19c. Usually referred to as F. Henry F. Berkeley and this is also how he signed letters to the editor. In the Poll Book 1841 (entry no. 203 in the link) his full christian names are given. Since Joule refers to the Hon. F. Henry F. Berkeley as the composer, this must be him.
